Sanofi has inaugurated a new influenza vaccine facility in Toronto’s North York, a C$925 million build the company describes as the largest biomanufacturing investment in Canada’s history. Named the Charles Best Building, the site will produce Fluzone High-Dose, the company’s influenza vaccine for adults aged 65 and older, and brings roughly 300 highly skilled biomanufacturing jobs with it. Pending regulatory approval, production is expected to start in early 2027 in time for the 2027-28 flu season. For a vaccine market that our research values at $81.9 billion in 2025, the opening is a clear signal: seasonal vaccine capacity is being rebuilt closer to the populations that use it.
Sanofi confirmed the facility’s inauguration on 16 September 2026, at its 52-acre Toronto campus. The company said the plant is purpose-built for high-dose influenza vaccine production, an area where demand is driven by ageing populations and national immunisation programmes that increasingly recommend enhanced formulations for older adults.
The investment is a genuinely shared one. Sanofi led the C$925 million commitment, with the Government of Canada contributing C$415 million and the Government of Ontario C$55 million. The City of Toronto was named as a partner in the project. James Guy, Canada Country Lead at Sanofi, called the opening a strategic milestone for Sanofi.
That public-private structure matters as much as the headline number. It shows three levels of government and a global manufacturer agreeing that domestic vaccine production capability is worth funding in peacetime, not only during an emergency. The roughly 300 roles the site creates sit in advanced biomanufacturing — process engineering, quality assurance, sterile operations — the skill base a country needs to keep a vaccine plant running year after year.
Our Vaccine Market report puts the global market at $81.9 billion in 2025, up from $65.931 billion in 2021, and projects it reaching $126.379 billion by 2033 at a CAGR of 5.572% over the 2025-2033 window. That is steady, compounding growth built on recurring seasonal demand rather than one-off spikes exactly the kind of demand curve that justifies a multi-decade asset like a dedicated flu vaccine plant.

The Toronto facility strengthens two of the three growth drivers our report identifies. The first is increased government and global health organisation funding C$470 million of public money in a single project is a textbook example of that driver converting into physical capacity. The second is technological advancement in vaccine development: high-dose formulations for older adults represent exactly the kind of refinement that lifts value per dose rather than simply volume.
It also lands in the segment with the most durable demand profile. Influenza sits among the fourteen disease indications our vaccine research tracks, and the adult end-user segment is where high-dose products concentrate. Our influenza vaccine market research sizes that narrower market at $8,764 million in 2025, growing at 7.41% to $15,526 million by 2033 — faster than the vaccine market overall, which tells you why manufacturers are committing capital to flu specifically.
According to Cognitive Market Research and Consulting’s Vaccine Market report, North America held a 27.75% share of global vaccine revenue in 2025, the second-largest regional position worldwide. The report also identifies the expansion of manufacturing into new geographies as a defining trend of this decade, placing projects like Toronto’s squarely inside a structural shift rather than at its edge.
A plant of this size creates opportunity well beyond the company that built it.

Toronto is one point on a broader line. Our vaccine research names the expansion of manufacturing in emerging and regional markets as a key industry trend, alongside the development of combination and next-generation vaccines. The logic is consistent everywhere: governments want supply security, manufacturers want resilient networks, and both want shorter lead times when a season turns unexpectedly.

Asia Pacific leads global vaccine revenue with a 32.05% share in 2025, followed by North America at 27.75% and Europe at 25.80%. What is notable is that capacity is now being added across all three of these major regions simultaneously — a sign of an industry building redundancy into its network rather than consolidating it.
The near-term milestones are already dated. Regulatory approval of the facility is the next gate, with Sanofi expecting production to begin in early 2027 and the output to serve the 2027-28 flu season. Suppliers bidding for consumables and service contracts will want to be positioned well before commissioning. Procurement teams planning 2027-28 seasonal tenders can begin modelling an additional North American source. And manufacturers weighing their own capacity decisions now have a fully worked public-private template to study.
A C$925 million plant, 300 skilled jobs and three levels of government behind a single vaccine facility is a strong statement of confidence in an industry growing toward $126.379 billion by 2033. For manufacturers and suppliers, the near-term opening is in equipment, inputs and the regional capacity wave this project represents. For health systems and buyers, it is a more secure seasonal supply line.To size these opportunities for your own portfolio, request a sample of our Vaccine Market report or book an analyst consultation with our team.
